By the decision of the Georgian Dream faction, in response to the externally funded hate speech campaign against our faction members, we are initiating a legal dispute and will appeal to the Ministry of Internal Affairs of Georgia for further response, so that in the future no one will be able to propagate destructive, extremely insulting hate speech aimed at discrediting state institutions and spreading terror in the public space, - Georgian Dream MP Irakli Kirtskhalia stated at the briefing.
According to him, hate speech, orchestrated insults, a targeted campaign, or incitement of political violence cannot be part of Georgian politics.
“Unfortunately, Georgian society is witnessing a well-organized campaign of hatred and terror against state and political officials by the radical opposition and extremist groups controlled by them on a daily basis. Even more worrying is the fact that the most extreme forms of organized terror are incited by foreign-funded NGOs, foreign donors, and in some cases directly by foreign governments.
Despite the fact that the ruling team, at all political levels, has repeatedly called on relevant donors and specific embassies to strongly condemn the organized terror campaign, we have received cynicism and incitement of extremism in response. As a result, there is no longer a line between verbal criticism and systemic hatred, the purpose of which is to undermine the sovereignty of the state and the stability of its main institutions. In response to this, our team's position has been principled. Hate speech - be it an orchestrated insult, a targeted campaign, or incitementof political violence - cannot be part of Georgian policy.
Foreign-funded extremists do not shy away from using abusive language, threats, bullying, and insulting family members and relatives, which, as we have noted, has become so widespread and systematic that responding to terror is not only our right, but also our obligation.
The public is aware that a law came into force in February 2025, according to which verbal insults, cursing, insulting, and/or other offensive actions against a Georgian state-political official, political official, civil servant, person equated with a civil servant, and/or public servant during the performance of official duties or in connection with the performance of official duties or activities are punishable by imprisonment. Accordingly, by the decision of the Georgian Dream faction, in response to the externally funded hate speech campaign against our faction members, we are initiating a legal dispute and will appeal to the Ministry of Internal Affairs of Georgia for further response, so that in the future no one will be able to propagate destructive, extremely insulting hate speech aimed at discrediting state institutions and spread terror in the public space," Kirtskhalia said.
